4.3 WHERE DO THE RULES AND LAWS
This is a subject complicated. In principle who have the responsability of order something and can reason with argument the conveniently of this rules. Depend of the different types of rules:
-THE ETHICS RULES: Derive of the dignity and the humans right and are necessary for the protection and compliance.
-THE LAWS: This are rules promulgate for the states. In Spain, the laws can make the Government, but it have approved for the Spanish Parliament.
